A question, Having spent many months in Montreal and enjoying their many massage parlors, I was wondering why they are allowed to flourish in Montreal and not here? I was told that if the service is kept to nude handjob it is not considered a sexual act but that of relaxation. If that be true under the umbrella of Canadian law should that not also apply to Halifax? If a parlor restricted its providers to those guidelines would it not be possible to offer the same service? Or do they simply turn a blind eye.
